Here is his build:
Backfire, Power Spike, Shatter Enchantment, Empathy, Energy Burn, Chaos Storm, Power Block

When making a build, you need to take into account survival, damage effectiveness (short term and long term), flexibility, and how easy it is for the opponent to counter.

With hexes (backfire/empathy) that you need to last their full duration, you need to consider a whole team build. If these are the only hexes in a build, they will not stick and will be ineffective. They are both good skills, but those types of dom hexes are very hard to fit into a team build. In comparison, diversion/shame don't need to last their full duration, if you catch someone midcast, they dont even have to be up a full second to be effective.

You have a lot of raw damage. Shatter enchantment/energy burn hurt. Even Power spike/Power leak can be a big nuisance, but you have no long term damage. All of these skills are 10+ energy, energy management is a must. Consider using a Power Drain or something else of the inspiration line. Yea its disappointing to lose that Power Spike, but in the long term, energy management will make your other skills much more effective.

In terms of short term damage, as previously stated, Energy Burn/Shatter are secksi :P The thing that jumps out at me is you have 3 interrupts including Power Block. Diversify your build more. If you want an interrupt machine, a ranger would be much better suited. Mesmers are such potent characters because they are so flexible, let your character be flexible. Power Block is a fun skill, but in the end it really isn't worth it. Bars have developed so much since the start of Guild Wars that people don't focus on just one line anymore. Look at a flagstand ele for instance. It is not uncommon to have water snares, bflash, earth wards, heal party, extinguish/aegis, and ether prodigy. That is 6 different classes of spells. If you Power Block the ele, it will have almost no effect.

Self survivability is big on a mesmer. You want to be able to overextend freely to pester that monk or midliner hiding in the backline. Distortion at 6 ill(even with the nerf) can go a long way.

Bring a rez.

I give you credit on making your own build. However, I must criticize, because it's what I do. To start off, no Resurrection skill. Second, no energy management. Third, it has no basic way to shut down a caster. You have Energy Burn, which by itself is a waste. Backfire, which can be removed easily. Power Spike, which does damage, Power Leak would be much better since you have Burn. Empathy does damage when foe attacks, so unless it's a monk who wands constantly this is useless. Chaos Storm, AoE damage that anyone can kite out of. Shatter is good if you are in a spike build, but other than that it's not great. Power Block is a waste if you're on a monk, considering most people can't hit 3/4 second casts with an interrupt.

In conclusion, the build has no basic shutdown.

That is all.
